o EICTA: Europe Risks Becoming Software Plagiarism Haven
Brussels -- The European Information and Communication Technology
Association (EICTA) announced this week that it has sent a letter to the
European Parliament warning that the EU would become a haven for
software "plagiarism" if Parliament does not approve a sufficiently
strong directive on patent protection for computer-implemented
inventions. "Europe is a prominent player in software-enabled
inventions in many areas such as healthcare, telecommunications,
mobile phones, cars, aviation and consumer electronics," EICTA wrote.
"Europe needs patents to maintain and strengthen its leadership."
EICTA said Europe risked losing market share to rivals that do not
invest in R&D, but simply copy European innovations. The association
also warned Parliament that a water-down version of the directive
would risk thousands of IT jobs and "seriously threaten" research and
development in Europe. EICTA represents a number of the largest IT
and telecommunications companies in the world, including Microsoft,
SAP, Sun Microsystems, Hewlett-Packard, Intel, Ericsson and Nokia.

o Ofcom: U.K. Overtakes Germany in Broadband Penetration
London -- According to a new report released on Friday by U.K.
communications and media watchdog Ofcom, the U.K. has overtaken
Germany in broadband penetration. As of June of this year, the U.K.
boasted approximately 7.5 connections for every 100 people, compared
to 15.8 in the Netherlands, 15.6 in Denmark, 12.1 in Sweden, 8.3 in
France, 6.7 in Germany, 6.4 in Portugal, 6.3 in Italy and 6.1 in Spain.
The report also found that more than 55% of U.K. households received
digital TV as of June 2004, and that mobile and data revenues
continued to exceed those for fixed calls and access in the second
quarter, with £2.9 billion and £2.8 billion reported, respectively. Lastly,
the report found that 84% of all fixed-line customers and 87% of
mobile customers in the U.K. said they were "satisfied" or "very
satisfied" with their overall level of service.

o EU Approves Acquisition of Nortel Assets by Flextronics
Brussels -- The European Commission on Friday approved a proposed
deal between Singapore-based Flextronics International Ltd. and
Canada-based Nortel Networks Corp. in which Flextronics would
acquire some of Nortel's manufacturing assets, employees and supply
chain activities. Under the terms of the agreement, Flextronics would
also acquire some of Nortel's assets and employees relating to hardware
and software design for optical networking products. Furthermore, the
companies have been allowed to enter into a four-year outsourcing
agreement in which Nortel will source all of its manufacturing
requirements from Flextronics. The Commission ruled that, "regardless
of the market definition, the transaction does not give rise to any
competition concern". Flextronics is currently the world's largest maker
of electronics for other companies; Nortel is North America's biggest
phone-gear maker.

(London) NewScientist.com on Thursday reported on new anti-scratch
technology for CDs, DVDs and cell phone and music player screens
developed by Japanese chemists working at recording media
