o DTI Offers U.K. Companies £80 Million for Innovative R&D

London -- The U.K. Department of Trade and Industry (DTI)
announced this week that it is offering £80 million to U.K. companies
for research and development (R&D) in innovative technologies. News
of the fund comes just after the DTI published a five-year programme
called "Creating Wealth from Knowledge", designed to change the
department's role as a national champion of science, innovation and
technology. The funding will be available for companies that carry out
Collaborative Research and Development in nine high-priority
technology areas: imaging technologies; opto-electronic and disruptive
electronic technologies; design, simulation and modelling; micro and
nanotechnology; pervasive computing; waste management and
minimisation; smart materials; bio-based industrial products; and
energy technologies. "We need to invest in these areas if we are to
successfully compete in the global knowledge economy," said U.K.
Trade and Industry Secretary Patricia Hewitt.

o U.K. Unveils Blueprint for Future of EU Scientific Research

London -- The U.K. government on Tuesday published its blueprint for
the future of scientific research, outlining how EU funding of research
could help boost competitiveness, increase Europe's global share of
world-class scientific research and improve EU policy making. "This is
a bold paper reflecting the needs of British scientists and industry," said
U.K. Science Minister Lord Sainsbury. "We want this … programme to
deliver significant results for the benefit of all." Sainsbury said the U.K.
would "argue strongly" for the following three things. Firstly, the U.K.
will push for world-leading basic research driven by scientific
excellence -- and delivered by the European Research Council -- to
secure Europe's place as a powerhouse of scientific study. Secondly, it
will advocate applied research driven by the needs of industry for more
innovative products and services that will fuel economic
competitiveness. And lastly, the U.K. will encourage applied research

o mmO2 Signs i-mode Agreement with Japan's NTT DoCoMo

London -- NTT DoCoMo, the largest mobile operator in Japan, and
U.K.-based mobile operator mmO2 Plc announced on Tuesday that
they have reached an agreement to offer DoCoMo's i-mode services in
the U.K., Germany and Ireland next year. i-mode is an "always-on"
Internet service that allows users to send e-mail, chat, play games,
download ring tones and access content. DoCoMo has been searching
for a European partner for i-mode since it severed ties with Hutchison
3G, the local subsidiary of Hong Kong-based Hutchison Whampoa, six
months ago. "Following the recent success of i-mode elsewhere in
Europe and its growing subscriber base, we have conducted a thorough
evaluation of the opportunities offered by licensing this technology,"
said mmO2 CEO Peter Erskine. Erskine also said the deal stood to
boost mmO2's average revenue per user (ARPU) significantly.

o Irish Fabless Firm Lightstorm Networks Raises 5 Million Euro

Dublin -- Lightstorm Networks, an Ireland-based fabless
semiconductor design firm, announced on Tuesday that it has raised 5
million euro (£3.5 million) in venture capital. The company said that
Trinity Venture Capital and Delta Partners led the round, in which
existing investors Enterprise Ireland and the Western Development
Commission also participated. The investment will be used chiefly to
fund expansion and to speed up the release of the company's first
product next year, Lightstorm Networks said. Lightstorm, which has
offices in Galway, Dublin and the U.S., provides a range of
semiconductor technologies for the multi-service access network.
Fabless companies produce computer chips, but do not own their own
fabrication plants, or fabs.

o Oracle to Set Up New Office in Belfast, Create Jobs in Ireland

Belfast, Northern Ireland -- Oracle, the second-largest software maker
in the world, announced on Tuesday that it plans to open a new office
in Belfast and create 50 new jobs in the Republic of Ireland. The new
positions will be located in the company' new Consulting Centre in
East Point Business Park in Dublin, Oracle said. "We will now be
looking for people with technical skills as before, but we will also want
people with a high degree of business acumen as well," said Oracle
Ireland Managing Director Nicky Sheridan. HP said the new centre in
Belfast would be a sales and support office to meet the needs of the
U.S.-based business software giant's customers in the region.

o Scarlet Agrees to Acquire Tiscali Belgium for 19 Million Euro

Amsterdam -- Scarlet Belgie Holding B.V. announced on Tuesday that
it has agreed to acquire Tiscali Belgium N.V., the Belgian subsidiary of
Italy-based Internet service provider (ISP) Tiscali, for 19 million euro
in cash. Scarlet said it expected the deal to close within the next two
months, pending approval by the Belgian Competition Authority.
Tiscali, Europe's third-largest ISP, said its decision to offload its
Belgian unit came as part of its plan to re-focus its resources on just
five core markets. The Tiscali Belgium deal now brings the total
proceeds from its overall disposal plan to more than 100 million euro,
the company said.

(Brussels) The European Commission on Tuesday granted clearance
under the EU Merger Regulation for the acquisition of Danish company
Bonus Energy by German IT and engineering giant Siemens AG.
Bonus is the world's fifth-largest wind turbine manufacturer, with
annual sales of more than 300 million euro. The EU said the proposed
acquisition was examined using the simplified merger review
procedure, which fast-tracks unopposed deals. Siemens Power
Generation, a division of Siemens, said it expected to close the deal by
the end of next month.

(London) According to a report in Indian news daily The Financial
Express, Sir Richard Branson is in early-stage talks with four different
telecommunications companies in India over the possibility of leasing
network capacity for U.K.-based mobile operator Virgin Mobile.
Branson did not identify the companies involved, nor did he specify
whether the network would be CDMA or GSM. "Virgin would be glad
to have its own telecoms license in India, but we can suggest we ride
piggyback on existing networks," he told The Financial Express.

announced this week that it has closed a 2-million-euro (£1.4 million)
round of venture capital funding. The company also announced that it
has secured deals that could be worth more than 1.5 million euro (£1

Ireland and a number of private investors, and that it would use the
funds to develop and market its products.

(Warsaw) U.S.-based technology giant Hewlett-Packard Co. (HP)
announced on Tuesday that it is planning to open a new finance and
accounts centre in Poland. Although the company declined to provide a
specific timeline for the project, it did say the centre would eventually
employ more than 1,000 people. HP estimated it would spend as much
as 50 million euro (£35 million) on the centre during the first half of
next year alone. The centre is likely to be based in either Poznan or
Wroclaw, HP said.

o Telekom Austria In Talks To Acquire Bulgaria's Mobiltel

Vienna -- Telekom Austria said on Monday that it is in negotiations to
acquire Mobiltel, Bulgaria's largest mobile phone company, for about
€1.6 billion. As part of the company's strategy to expand into the high-
growth markets in eastern Europe, Telekom has been trying to
complete the deal since last year. Telekom said on Monday that it has
signed a memorandum with Mobiltel's private shareholders to negotiate
rights to buy the group.  Telekom's shares rose by 4% on Monday after

million in its second round of venture financing. The financing round

o TDC To Launch Low-Budget easyMobile Brand in UK in March

Copenhagen, Denmark -- TDC, the large Danish telecom operator, has
reached an agreement with T-Mobile, the British mobile network
operator, to launch budget mobile phone service in the UK next year.
TDC will be using the easyMobile brand name for the service. TDC
said it plans to offer a self-service concept, combined with no handset
subsidies and subscription fees, to compete in the low-budget market
segment. The company said it has a 10% market share in the mobile
market in Denmark. Frank Rasmussen will be the CEO of the new
entity.

Reading, U.K. -- In an unusual move in the battle against illegally
copied software, Microsoft announced that it will allow British
residents to exchange their counterfeit versions of Windows XP for
authorized ones. Microsoft said it is taking the moves in response to the
discovery of high quality counterfeit versions of Microsoft Windows
XP. "The project will allow Microsoft to collate intelligence quickly
and work with the authorities to act decisively against illegal traders

o Routine Computer Upgrade Crashes 80% of Computers at UK's DWP

London -- About 80% of the computers from the UK government's
Department for Work and Pensions (DWP) crashed on Friday after a
routine computer software upgrade caused problems throughout the
network. The glitch reportedly crashed about 80,000 of the
department's 100,000 PCs. "We had a problem with an upgrade to the
network of computers on people's desks," said Alexis Cleveland, chief
executive of the DWP, to Manchester Online. "A small change went
wrong and that meant 80 per cent of the network was not able to link to
the benefits system." The DWP has ordered an inquiry into the role of
both EDS and Microsoft in the computer glitch.

o QXL Ricardo Management Agrees to Take Company Private

London -- Shares in QXL Ricardo Plc, a London-based online
auctioneer, increased by as much as 40% in mid-afternoon trading on
Friday after management agreed to take the troubled company private
in a £12-million buyout deal. The management team of Tiger
Acquisition, the company formed to make the offer, includes QXL
Chief Executive Officer Mark Zaleski and directors Jonathan Bulkeley
and Robert Dighero. News of the buyout deal effectively ended
speculation that the company might be acquired by U.S. Internet
auction giant eBay, against which QXL Ricardo as struggled to
compete. Since QXL Ricardo first sold its shares in 1999, the
company's market value has fallen by 97%.

o EU Ministers Agree on New Rules for Cross-Border Mergers

Brussels -- EU ministers on Friday came to an agreement on cross-
border merger rules after reaching a compromise on worker
participation rights. The legislation is designed to increase European
competitiveness by encouraging mergers between limited companies --
both multinationals and small- and medium-sized enterprises (SMEs) --
by removing existing barriers, cutting costs and providing legal
certainties for both parties. The compromise was chiefly between
Germany, which has a long history of worker representation on
company boards, and Italy, which has no such history and was reluctant
to have such rules imposed. Employee participation in a newly created
company will now be negotiated by a special body to agree on
participation arrangements. The merger proposal will move on to
European Parliament ministers, who are expected to approve it early
next year.

o BT Group to Sell Eutelsat Stake for £363 Million in Cash

London -- BT Group Plc, the largest telecommunications company in
the U.K., announced on Friday that it has agreed to offload its minority
stake in Eutelsat, the third-largest satellite operator in the world, for
£363 million in cash. The decision to sell its 15.8% stake to GS Capital
Partners 2000, an investment partnership affiliated with Goldman
Sachs, effectively marks the U.K. incumbent's exit from the satellite
operating business. What's more, BT follows in the footsteps of several
of its European counterparts, as France Telecom SA, Deutsche
Telekom AG and Telecom Italia SpA all have sold their stakes in the
company within the last two years. BT said it expected to close the deal
by March.

o Group of Companies to Form European Open Source Alliance

London -- A group of more than 60 European open source service
providers announced on Friday that it expects to form an Open Source
Consortium (OSC) next week. The group described the OSC as an
"independent reference point to give an unbiased, 'proprietary-vendor
free' voice for all organisations deploying or contemplating the open
source alternative". The group said the idea for the OSC was "borne out
of a fusion of the open source movement and prime-mover demand
from areas such as the public sector" and that Consortium's aim was to
bring impartial clarity to the open-source debate. The official launch
will occur Nov. 29, at the NCC International Press Centre in London.

o Report to Help SMEs Improve Public-Contract Tenders

London -- A new report published this week by the U.K. government
should give a helping hand to small and medium-sized enterprises
(SMEs) wanting to do business with central and local governments,
officials say. The report was an evaluation of the West Midlands SME
Procurement Pilot Project, which has been helping regional SMEs to
access the government marketplace. At the launch of the project, about
14% of SMEs had successfully tendered for government contracts; by
the time of its conclusion, that figure had increased to 26%. "The West
Midlands Pilot was a great success in breaking down the barriers facing
SMEs when they try to do business with government and offering
practical help and advice," said Paul Boateng, U.K. Chief Secretary to
the Treasury. "This has led to SMEs winning more business." The
Office of Government Commerce and the Small Business Service led
the project, which could now be taken nationally, helping more than 3.7
million U.K. SMEs to win more government contracts.

London -- According to a new report by market research consultancy
Dittberner Associates Inc., worldwide media gateway and softswitch IP
port shipments increased by 51.2% in the third quarter. The Worldwide
NGN Quarterly Shipments Analysis of more than 35 of the world's
largest equipment suppliers for Internet telephony (voice over Internet
protocol) found that Nortel, the Canada-based telecommunications
equipment maker, continues to lead the pack with 25% of the global
softswitch market. China-based Huawei Technologies came in second
with nearly 22% of the market. U.S.-based Sonus Networks (15%)
came in third, Germany's Siemens in fifth place (11%) and Italy-based
Italtel (10%) in fifth.

(Paris) Wanadoo, the Internet service provider (ISP) of France
Telecom, announced this week that it plans to build its own broadband
network in the U.K. using local loop unbundling. The announcement
comes after U.K. communications watchdog Ofcom published its
Strategic Review of Telecoms, which forced incumbent BT Group to
offer rival companies the same packages it offers BT Retail. Local loop
unbundling is the process by which incumbents make local networks
available to other companies, and regulatory authorities increase
competition for the so-called last mile.

(Frankfurt) Deutsche Bahn, the company that manages Germany's
railway system, announced this week that it has migrated about half of
its servers to Linux. Detlef Exner, managing director of Deutsche Bahn
Systems, said his company decided to move to open source in a bid to
cut costs. "DB Systems has major targets to reduce costs and increase
the service levels," he said. "One of the main strategies to achieve this
is to implement Linux." More than 300 Linux servers will be in
operation by year's end, the company said.

reached a deal with TM Retail to make its pre-paid music download

o EU Court to Rule on Microsoft Appeal in December

Brussels -- Judge Bo Vesterdorf announced on Thursday that Europe's
second-highest court would decide on Dec. 18-20 whether to accept
Microsoft's appeal to suspend EU sanctions against the U.S. software
giant. In March of this year, the European Commission ruled that
Microsoft had abused its dominant market position and ordered the
company to pay a fine of 462 million euro (£324 million) and remove
Media Player software from its Windows operating system. The
sanctions have been suspended until the appeal is heard. Vesterdorf
called a meeting with Microsoft earlier this week to discuss the fact that
U.S.-based Novell and the Computer and Communications Industry
Association (CCIA) recently received multimillion out-of-court
settlements from Microsoft. After meeting with Microsoft executives
and Commission officials on Thursday morning, Vesterdorf said he
decided to keep testimony from Novell and the CCIA on the record.

o Kroes Bows Out of mmO2 Case to Avoid Conflict of Interest

Brussels -- Neelie Kroes, the new EU Competition Commissioner, has
removed herself from an investigation into mmO2, a U.K.-based
mobile operator, because of a conflict of interest. The former
businesswoman served as a non-executive director for mmO2 until
September. The European Commission is currently investigating the
British operator for abusing its dominant market position and charging
excessive roaming fees for international calls. In addition to the mmO2
case, Kroes disqualified herself from four other investigations because
of similar business ties. "(Kroes) is determined to demonstrate that she
will avoid all potential conflicts of interest in her job as Competition
Commissioner," said an EU spokesman. Since taking the
Commissioner position earlier this month, Kroes has cut all former
business ties and placed her £1.3-million stock portfolio in a blind trust.
What's more, she has promised not to work in the private sector after
her term as commissioner has ended.

announced on Thursday that it has raised 4 million euro in the second

Under the terms of the investment, the University of Chicago,
MEDIAN's scientific partner, will become a member of the French

London -- BT Group Plc, the largest telecommunications company in
the U.K., announced on Thursday that BT Retail Chief Executive
Officer Pierre Danon will resign early next year. Danon is set to take up
the chief operating officer position at Cap Gemini, a France-based
technology consultant firm. Danon joined BT in October 2000 and was
appointed to the board in 2001. He is largely credited with increasing
profits and cash flow significantly at BT Retail, where costs have been
reduced by £800 million. He also spearheaded BT's return to the mobile
market and has brought a new focus to customer service, analysts say.

Paris -- According to a new report released by the European
Distributors' and Manufacturers' Association of Semiconductor
Specialists (DMASS), a non-profit organisation that includes both
distributors and manufacturers of computer chips, European
semiconductor sales through distribution increased by 19% in the third
quarter to nearly 1.2 billion euro (£840 million), compared to the same
period last year. Israel and Poland showed the largest increases, with
third-quarter growth rates of 93% and 73%, respectively, compared to
the same quarter last year. Spain, France and Switzerland also showed
healthy increases, with growth rates of 41.3%, 27.6% and 24.7%,
respectively. "2004 looks like a good year for semiconductor
distribution," said DMASS Chairman Gary Nevison. "Unfortunately,
an expected boom has not materialised, another proof that the only

Brussels -- The European judge hearing Microsoft's appeal against a
recent anti-trust ruling by the European Commission has called the
U.S.-based software giant to a closed-door meeting on Thursday. Judge
Bo Vesterdorf said he called the meeting to discuss "procedural
matters" after holding hearings on Sept. 30 and Oct. 1 to consider
whether to suspend sanctions that would force Microsoft to sell
Windows without Media Player. News of the urgent meeting comes
two weeks after U.S.-based Novell and the Computer and
Communications Industry Association (CCIA) dropped their respective
cases against Microsoft after reaching out-of-court settlements for
approximately £286 million and £10.6 million, respectively. Both
Novell and the CCIA had supported the Commission's case against
Microsoft.

o Torvalds-Led Group Slams Software Patents Directive

Brussels -- A group led by Linus Torvalds, Michael Widenius and
Rasmus Lerdorf -- the creators of Linux, MySQL and PHP,
respectively -- have spoken out against the current form of the
European software patents directive, describing it as deceptive,
dangerous and democratically illegitimate. The controversial directive
is expected to be passed, sans debate, on Nov. 25 at the next meeting of
the EU Council. However, voting weights in the Council have changed
considerably: Germany and the Netherlands have openly criticised the
current form of the directive, and Poland has withdrawn its support for
it altogether. In light of these developments, Torvalds and his group are
calling for a revote. "Software patents are dangerous to the economy at
large, and particularly to the European economy," they said.
"Lawmakers should heed the warning of such reputable organisations
as Deutsche Bank Research, the Kiel Institute for World Economics
and PricewaterhouseCoopers."

o Report: U.K. to Spend £400 Million on TV Switchover

London -- According to a new report released by the Consumer Panel,
the U.K. government can expect to pay as much as £400 million when
it makes the switch from analogue to digital TV. Set up by
communications and media watchdog Ofcom, the independent panel of
experts said practical help and support for society's "most vulnerable
members" would cost about £110 million, while financial assistance for
the switchover, which could occur as early as 2012, could cost as much
as £270 million. The panel went on to say that informing the public was
even more important that financial assistance when it came to reaching
the elderly, the disabled and people with poor English. It urged the
government to start a public information campaign on digital TV
immediately.

Paris -- According to a new report released by market analysis firm
IDC, the mobile-phone and converged-device market in Western
Europe grew by 24% in the third quarter year on year. Total shipments
came to more than 34 million units, compared to 27.6 million units
shipped during the third quarter last year. While converged devices
showed the largest growth (70% year on year, compared to 23% for
mobile phones), standard mobile phones still accounted for the lion's
share of the market -- more than 95% in the third quarter, IDC said.
"Despite enjoying year-on-year growth of over 70%, smartphones still
represent under 5% of the total mobile phone market," said IDC
research analyst Geoff Blaber. "With standard mobile phones becoming
increasingly advanced in terms of hardware features, most consumers
cannot identify any significant differences between the handsets."

announced that it has teamed up with Blueprint, a London-based digital
rights management firm, to provide a new service that offers hosting,
management and distribution of digital music and related content
online. The services -- Open Royalty Gateway and Song Centre --
allow artists, writers, publishers and record companies to host their
songs, videos, ringtones and other digital media files, and establish
direct commercial relationships with online retailers. Content owners
using the services will be able to distribute their media directly to PCs,

reported that sales of digital music increased 300% in the first six
months of its fiscal year to £12 million, or just over 2% of the

initial license agreement stipulating that the firm must cover at least

giant Telefonica, announced on Wednesday that it will no longer
provide dial-up Internet services in the U.K. As of Dec. 16, Telefonica
UK will cease to supply unmetered and dial-up wholesale narrowband
services. "All clients affected by this change have been made aware of
the circumstances, and Telefonica UK is working closely with them to
ensure a smooth transition and minimal disruption to their businesses,"

has appointed Nikesh Arora as head of London-based Google Europe.
Arora, the former chief marketing officer at T-Mobile, becomes

o Thomson to Acquire 33% Stake in U.S.-Based ContentGuard

Bethesda, Maryland -- Thomson, a France-based provider of media
technologies and services, announced that it has acquired a 33% stake
in U.S.-based ContentGuard from Microsoft, Time Warner and Xerox.
Financial terms were not disclosed. Under the deal, Thompson will
gain access to ContentGuard's portfolio of technologies that allow
movies, music and other digital content to be accessed through the
Internet without the risk of unauthorised copying and counterfeiting.
Like Microsoft and Time Warner, Thomson will have the right to name
two directors to ContentGuard's board. When Microsoft announced last
year that it planned to purchase Xerox's stake in ContentGuard,
European antitrust regulators launched an investigation, saying a 50-50
joint venture with Time Warner could create a Microsoft monopoly for
digital rights management technologies. Industry experts say the
addition of Thomson as a third investor could lead the EU to drop its
probe.

o Ofcom Targets New Wireless Services with Spectrum Plan

London -- Ofcom, the U.K. communications and media watchdog, has
unveiled a far-reaching plan to improve the radio spectrum's flexibility
and develop new wireless services for consumers and businesses in the
U.K. In a move many industry experts are characterising as one of the
largest regulatory shake-ups in this century, Ofcom has decided to
reduce its control over the radio spectrum dramatically. For instance,
by 2010, companies will be able to trade spectrum without any
reference to Ofcom, not to mention be able to change the use of that
spectrum as they wish. In other words, the 73% of the spectrum Ofcom
currently manages will become increasingly subject to market forces
alone. "Broadcasters and telecommunications providers are rapidly
moving towards a digital future," said Ofcom Chief Executive Stephen
Carter. "This market-led approach to spectrum management will
reward innovation and extract the maximum value for customers from

London -- According to a report published by the U.K. Office of
National Statistics (ONS) on Tuesday, online sales came to nearly
£39.5 billion last year, effectively doubling the £19 billion in sales
recorded in 2002. Total spending through technology-based channels
including email, fax, EDI and automated telephones grew by 15% from
£171 billion in 2002 to £195.6 billion last year. Furthermore, the ONS
said Internet-based sales now account for 17% of all business
conducted using IT, compared to 10% the year previous. The report
confirms the U.K.'s position as one of the heavy hitters in Europe's
booming e-commerce market. A recent report from market analysis
firm Forrester predicted that online sales in Europe would surge by

Bourne, U.K. companies are wasting £63 billion a year in technology

Milan -- Italy's antitrust authority has fined Telecom Italia SpA, the
largest phone company in Italy, approximately 152 million euro for
abusing its dominant position in the local fixed-line market. The
antitrust probe was launched at the behest of a group of
telecommunications operators led by Wind-Infostrada SpA, e.Biscom
SpA, Tiscali SpA, Albacom SpA and Colt Telecom Group Plc. Italy's
authority ruled that, two years ago in a public tender, Telecom Italia
offered prices that smaller competitors could not match because the
incumbent's offer was lower than the tariffs it charged rivals to connect
to its network. Telecom Italia, which plans to appeal the decision, says
the ruling seriously limited its possibility to participate in future public
tenders and thereby damaged the telecommunications services of final
users.

London -- Ofcom's most recent review of the U.K. telecommunications
sector has disappointed a group of some of the country's smaller
Internet service providers (ISPs). The group, dubbed UKIF, said it
hoped the communications and media watchdog had opened up the
U.K. market to more competition, innovation and investment. As it
was, Ofcom caught many analysts, investors and companies by surprise
last week when it decided against breaking up telecommunications
incumbent BT Group Plc. The UKIF on Monday particularly lamented
that fact that Ofcom said it was seeking a "significant shift in BT's
behaviour", yet was relying on BT's management "to provide prompt
and clear proposals" to create that behaviour. "Ofcom has missed a
golden opportunity to open up the U.K. communications market," the
UKIF said. "If Ofcom will not regulate, then what is its function?"

o FT: Virgin Mobile USA Considering IPO for Next Year

London -- According to the Financial Times newspaper, Virgin Mobile
USA is mulling over an initial public offering (IPO) in the second half
of next year. The joint venture between U.S.-based Sprint and U.K.-
based Virgin Group could be valued at as more than 1.5 billion euro
(£1 billion), analysts said. Quoting unnamed sources close to Virgin
Mobile USA, the Financial Times reported that British billionaire Sir
Richard Branson was waiting to see what happened with U.S. market
conditions -- and especially with newly floated Virgin Mobile -- before
making a final decision on the matter. The Financial Times also
reported that five banks were currently being considered to advise on
the IPO. Virgin Mobile USA has not commented on the report.

London -- U.K.-based electrical retail giant Dixons announced on
Monday that it plans to stop selling VCRs before the holiday season
because of the overwhelming popularity of DVD players. Dixons said
customers increasingly preferred portable and recordable DVD and
hard disk drive machines to video recorders, leading to company to
shift its focus toward the "next generation" of home entertainment
systems. "The video recorder has been with us for a generation, and
many of us have grown up with the joys, and occasional frustrations, of
tape-based recording," said Dixons Marketing Director John Mewett.
"We are now entering the digital age, and the new DVD technology
available represents a step change in picture quality and convenience."
Dixons said it currently sells about 40 DVDs for every VCR it sells.

New York -- Web pages viewed by kids ages 2 to 11 grew more than
any other demographic group last month, according to a new report
from Nielsen//NetRatings, a provider of Internet audience measurement
services. The average number of web pages viewed by kids in the age
group increased to 264 in October, up 36% from the year before and
more than 100% since October 2002. "While kids are not necessarily
spending more time online, they are digesting more content at a faster

the month. In October, there were 12.8 million kids connected to the

European Union emphasised the need to increase research and

(London) Software giant Microsoft announced that it has expanded its
MSN Hotmail Internet email service to include Germany, France, Italy
and the U.K. The news means that, if you live in England, for instance,
your email suffix will now be @hotmail.co.uk instead of
@hotmail.com. "The new domains will allow for Hotmail customers to
more easily find desirable email names within their country," said
Microsoft Vice President Brian Arbogast. Separately, Microsoft also
announced plans to increase free storage for email accounts to 250Mb
for new Hotmail customers in France, Germany, Italy, Spain and the
U.K.

(Pasadena, California) Yahoo's Overture Services online advertising
unit announced that it has extended its contract to provide sponsored ad
links to Microsoft's MSN service in the U.S., Canada, Europe and Asia
through June 2006. The previous contract was due to expire in June
2005. While Microsoft is thought to be developing its own sponsored
ad placement technology to compete with industry leaders Overture and
Google, the extension of its MSN contract with Overture indicates that

o Poland Withdraws Support for Software Patents Directive

Warsaw -- The Polish government withdrew its support for the
controversial European software patents directive on Thursday, with
the Polish Cabinet saying the current directive fails to limit patents on
software and business methods as it was originally designed to do.
"Because of numerous ambiguity and contradictions respecting the
current directive project, Poland cannot support the text which was
accepted in the vote of the Council on 18 May, 2004," the Polish
government said. Poland's decision to oppose the Directive on the
Patentability of Computer-Implemented Inventions has been cheered by
anti-patent groups across Europe, as Poland's 16 votes will now prevent
pro-directive lawmakers from reaching a qualified majority. All that
said, Poland did emphasise that it would be prepared to support a
directive clearly stating that computer-implemented inventions, but not
computer programmes, would be patentable.

o Report: European VC Investment Drops 9% in Third Quarter

Brussels -- According to a recent report published by Ernst & Young
and VentureOne, approximately 769 million euro (£539 million) were
invested in 224 European deals in the third quarter -- a 9% drop in
capital invested and a 13% drop in number of deals compared to the
third quarter last year. The report attributed the decrease in deals and
capital invested to a seasonal drop-off, as the amount invested in the
first three quarters of this year combined were slightly higher than the
same period last year. VC activity in the U.K., however, slowed
considerably, with deals dropping from 76 in the second quarter to 56
in the third, a decline of 26%. U.K. deal value fell even further, from
323 million euro (£226 million) to 204 million euro (£143 million), a
decline of 37%. "VC activity across Europe has stagnated, and until we
see good quality exits through an improving M&A and IPO market,
confidence will remain fragile," said Ernst & Young's Stuart Watson.
"The one exception is France, which now looks like it could be in a
position to threaten the U.K. as the leading VC market in Europe."

o BT Group Escapes Break-Up in Telecommunications Review

London -- Ofcom, the U.K. media and communications watchdog, on
Thursday decided against breaking up telecommunications giant BT
Group Plc, a move that took many industry experts and investors by
surprise. Most pundits had been expecting Ofcom to recommend that
BT Group's retail and wholesale units be spun off, but the regulator told
BT only to increase competitor access to its networks. In its first major
review of the U.K. telecommunications industry in more than a decade,
Ofcom said full deregulation would be too disruptive and expensive
and that it would not necessarily encourage greater competition. It
preferred instead a "staged withdrawal" from certain areas of
regulation. The U.K. watchdog warned BT that an antitrust
investigation of the incumbent would be launched if it failed to grant
competitors genuinely equal access to its networks.

London -- Digital Bridges, a U.K.-based mobile entertainment firm,
announced on Thursday that it has concluded a third round of funding
led by Apax Partners and Argo Global Capital. Digital Bridges said it
would use the £9.7 million raised to step up its expansion into the
North American and Asian mobile-games markets over the next 12
months. "Our 2004 (third-quarter) revenue grew by more than 30%
over (the second quarter), making us one of the fastest growing
companies in the sector," said Digital Bridges CEO Brian Greasley.
"Digital Bridges has strengthened its management team, is growing its

Dublin -- Norkom Technologies Ltd., an Ireland-based software firm,
announced that it has acquired DATA4s, a Belgium-based company
that provides software for money-laundering detection, fraud
prevention, operational risk management and revenue assurance.
Financial terms for the deal were not disclosed. Privately held Norkom
said it made the acquisition to strengthen its position in the risk
management and compliance software market. "By consolidating two
leading European players, this acquisition will accelerate Norkom's
position as the number one European player in the risk management,
fraud and compliance marketplace," said Norkom CEO Paul Kerley.
Under the terms of the deal, Kerley will remain at the helm of the
newly merged company, while DATA4s CEO Herman Verrelst will
become Norkom's director of European operations.

Bristol, England -- The Bristol City Council announced this week that
it has decided to migrate about 5,000 computer desktops from
Microsoft Office, Corel Word Perfect and Lotus 1-2-3 to open-source
system StarOffice 7. The council, which stands to save about £1.4
million over the next five years with the move, said it switched to open
source in order to improve efficiency and ensure a more consistent use
of software systems across its departments. "Our IT specialists have
spent three years evaluating the options and investigating in detail the
technical, financial and cultural issues involved in switching the
majority of our desktops to StarOffice," said Bristol Councillor John
Bees. "We are convinced that this is the right way forward and will

o France's Alcatel to Spearhead European R&D Project

Paris -- Alcatel SA, a France-based telecommunications equipment
giant, announced on Wednesday that it has been selected by the
European Commission as prime contractor of the 34-member group
responsible for Liaison, an EU research and development (R&D)
project. The Liaison project is designed to provide police forces, fire-
fighters, municipalities, utilities and other professional services all
across Europe with satellite positioning services that ensure current
positioning systems are compatible with wireless technologies
including GSM/GPRS/UMTS, WLAN and Tetra, among others. Once
completed, the project will allow users to receive and send positioning
information using most mobile phones and devices, Alcatel said. "We
are delighted with our latest selection by the European Commission to
lead a multidisciplinary European consortium in a project with
numerous practical applications," said Alcatel Space's Nicolas de
Ledinghen. "These programmes round out Alcatel Space's investment
in the sector and confirm our development strategy and leadership in a
fast-growing market." The 42-month project has been allocated a
budget of 21 million euro (£15 million).

o EU Approves Rural-Broadband Funding in France and U.K.      

Brussels -- The European Commission announced on Wednesday that it
has approved public funding schemes for rural broadband projects in
Scotland, the Pyrenees-Atlantiques region in France and the East
Midlands region in England. With respect to the Pyrenees-Atlantiques
region, the Commission ruled that the public co-funding of an open
broadband infrastructure would be tantamount to providing a Service of
General Economic Interest and, therefore, would not be considered
state aid. Respecting the broadband projects in Scotland and the East
Midlands, the Commission ruled that the aid granted was compatible
with EU rules because it was necessary to develop broadband services
in remote and rural areas. "Depending on the outcome of the public
tenders and the availability of funding, the public authorities will
provide financing to both projects," the Commission said, adding that
the East Midlands could receive as much as £1.9 million.

o WSJ: Private Equity Firms Planning Bid for Spain's Auna

Madrid -- According to a report in the Wall Street Journal, a group of
five private equity firms are considering an 11-million-euro (£7.7
million) bid for Grupo Auna, the second-largest telecommunications
company in Spain. The bidders have reportedly approached Banco
Santander Central Hispano, Auna's second-largest shareholder, about
buying its 27% stake for approximately 2 billion euro (£1.4 billion), a
move industry experts say could lead to the largest leveraged buyout in
Europe. Auna's two other major shareholders are Endesa, which
controls 32.6% of the company's shares, and Union Fenosa, which
controls 19%. The bidders include Apax Partners, CVC Capital
Partners Ltd., Blackstone Group, Providence Equity Partners and
Carlyle Group.

o Wolfson Electronics Wins First Round in Patent Dispute

Edinburgh -- Wolfson Microelectronics Plc, a Scotland-based
semiconductor specialist that floated on the London stock exchange
four years ago, announced on Wednesday that it has won a significant
battle in its protracted patent dispute with Cirrus Logic Inc., a U.S.-
based maker of chips for audio and consumer electronics. Wolfson said
the International Trade Commission ruled that Cirrus's claims over its
"928" patent, which involved no fewer than 15 Wolfson products, were
"unenforceable". While the Commission did say that Wolfson had
infringed on Cirrus's "501" patent, the patent affects only three of
Wolfson's products, two of which have already been discontinued, the
Scottish firm said. Cirrus now has 10 days to appeal the ruling.
Meanwhile, Wolfson said it planned to continue with its counter-suit
claiming that Cirrus improperly interfered with its initial public
offering (IPO) in 2000.

largest corporate venture-capital firms. DaimlerChrysler Venture's
portfolio focuses on investments in technology, electronics and media
companies and includes such companies as Iteris Inc., a telematics
applications developer based in California; and Definiens, a life
sciences informatics firm based in Munich. "We view transactions such
as DaimlerChrysler Venture as a prime example for disposals currently
underway or being formalised by industrial concerns, banks and
insurers as well as private equity firms themselves, which are
increasingly seeking to dispose of certain parts of their holdings," said

o British Library Unveils London's Largest Indoor Hotspot

London -- The British Library this week unveiled what it claimed to be
the largest indoor Wi-Fi hotspot in London, beating out even Heathrow
Airport in terms of coverage. Officials said the long-anticipated hotspot
would serve approximately 3,000 people a day, with coverage in the
Library's 11 reading rooms, 225-seat auditorium, café, restaurant and
outdoor piazza. The network was built by U.K.-based Wi-Fi Internet
service provider (WISP) The Cloud. The Library said it would charge
£4.50 for an hour's access and £3 for 30 minutes, with unused airtime
being retained for later use. BT Openzone and The Cloud customers
can also access the hotspot using their own accounts, Library officials

o IM Eclipsing Email and Phone Use at Office, Report Says

Norwalk, Connecticut -- Instant messaging (IM) is eclipsing email and
phone use at offices, according to a recent survey conducted by
Siemens Business Services, a Germany-based IT services provider.
About 78% of the employees surveyed said using IM at work boosted
their productivity. The survey also found that 76% of employees send
fewer emails and 84% make fewer phone calls because they
accomplish their communications through IM. "When IT teams adopt
IM as a legitimate enterprise application and treat it as such,
productivity increases dramatically," said Siemens Business Services

to create security measures and an IM policy that includes protocol for
