o European Commission Calls for Limits on Cost of Leased Lines
Brussels -- The European Commission has recommended limits on
leased line prices, arguing that prices for wholesale leased lines should
better reflect the true cost of supplying them. The Commission issued a
set of recommendations to EU member states in a bid to help them
devise regulatory remedies for leased line markets that are not
competitive. "The EU single market for electronic communication
services is distorted by substantial variations in leased line prices,
which are hard to explain in terms of possible underlying costs," the
Commission said. For instance, the price in the most expensive EU
member state for a 5-kilometre-long, 2 Mbit/s line is seven times higher
than in the cheapest. "Competitive pricing of leased lines will expand
the range and cut the costs of electronic communications services that
are made available to business users and end-users across the EU, and
in particular to small and medium-sized enterprises, which have much
to gain from lower prices for business services offered by operators
making use of these inputs," said EU Information Society and Media
Commissioner Vivian Reding.

o SMSC Buys Germany's Oasis Silicon for 72.5 Million Euro
Frankfurt -- SMSC, a U.S.-based semiconductor maker, announced on
Thursday that it has acquired Oasis Silicon Systems Holding, a
Germany-based fabless semiconductor firm, for about 72.5 million euro
in cash stock. Additional payments of cash and SMSC common stock
adding up to 15.4 million euro may occur in 2007, based on
achievement of certain performance goals, SMSC said. "This
acquisition enables (SMSC) to strengthen its business with broader
product lines, accelerates overall revenue growth and provides for
greater leverage to SG&A," said SMSC CEO Steven Bilodeau.
"Furthermore, it provides geographic diversity and increases brand
visibility by establishing SMSC as an important semiconductor
provider in Europe." Oasis, which develops integrated circuits for
networking multimedia devices in automobiles, is one of the largest
privately held fabless semiconductor manufacturers in Europe.

o Anti-Software Patents Campaigner Florian Mueller Resigns
Brussels -- Florian Mueller, the manager of a European anti-software
patent campaign called NoSoftwarePatents.com, announced that he is
resigning from his position and returning to his computer games
business. What's more, Mueller said his organisation would be carried
on by the Foundation for a Free Information Infrastructure (FFII),
another anti-software patent group headed by Hartmut Pilch.
NoSoftwarePatents.com was formed in October 2004 with the support
of Red Hat, MySQL and web hosting firm 1&1 Internet. "(Mueller) has
contributed an important missing link between various communities,"
Pilch said. "Together with 1&1, Red Hat and MySQL, our media team
will now leverage the NoSoftwarePatents.com platform to further boost
the morale of the large majority of companies and individuals whose
freedom and productivity is currently under threat."

o FARO Buys iQvolution for 9.3 Million Euro in Cash and Stock
Lake Mary, Florida -- FARO, a U.S.-based developer of three-
dimensional measurement systems, announced that it has acquired
iQvolution, a Germany-based manufacturer of three-dimensional laser
scanning products and services. Terms of the deal include 9.3 million
euro, of which 67% is in FARO stock and the rest in cash. iQvolution's
technology is currently used for factory planning, facility life-cycle
management, quality control, performing forensic analysis and in
general, processing large volumes of three-dimensional data. The
company's revenue in 2005 is expected to be around 5.8 million euro.
"Similar to our acquisition of SMX in 2002, we expect that the
combination of iQvolution's technology and FARO's financial backing
and worldwide sales and marketing organisation will create a much
bigger player in this market than iQvolution could on its own," said

o Intel, Bertelsmann to Collaborate on Media Download Service
Berlin -- Chipmaker Intel and German media conglomerate
Bertelsmann announced that they have agreed to collaborate on the
design of devices that are compatible with a planned Bertelsmann
downloading and media-sharing service for music, movies and games,
Reuters reported. Intel said it would design chips for computers and
mobile phones that will support the Bertelsmann service. "One of the
major environmental changes in the electronics industry is this
convergence -- a combination of computing, communications and
content," Intel CEO Craig Barrett told Reuters. "This thing we call the
digital home really is the combination of all three of those things."

o Report: Business Process Outsourcing to Increase 8% in 2005
Stamford, Connecticut - Worldwide business process outsourcing
(BPO) is projected to reach 103 billion euro (£71 billion) in 2005, an
increase of 8% from 2004 revenue of 95.5 billion euro (£65.7 billion),
according to a new report by technology market research firm Gartner.
Gartner defines BPO as the delegation of one or more IT-intensive
business processes to an external provider that, in turn, owns,
administers and manages the processes based on defined and
measurable performance metrics. BPO markets typically include staff
functions such as human resources, finance and accounting, and contact
centres or vertical specialisation such as insurance claims processing or
banking payments. "A year ago, BPO providers and prospective buyers
held many discussions, but few deals were signed," said Gartner
Research Vice President Lisa Stone. "The level of activity that we are
seeing now reflects the fact that the value proposition behind BPO has
been accepted by buyers."

(Prague) The Czech government's privatisation agency announced on
Thursday that Telefonica SA, a Spain-based telecommunications
company, has placed the highest bid for a majority stake in Cesky
Telecom, the country's dominant telecommunications company.
Telefonica offered 2.7 billion euro for the government's 51.1% stake,
according to Petra Krainova, spokeswoman for National Property Fund.
Moreover, Krainova said the fund would recommend that the
government consider Telefonica the winner. The Czech government is
expected to vote on the matter within the next two weeks. If Telefonica
does win the bid, it will beat out rivals SwissCom AG of Switzerland,
Belgacom SA of Belgium and a group of investors formed by U.S.
private equity firm Blackstone Group, CVC Capital Partners Ltd.,
Providence and France Telecom.

(London) According to a new report by the Wireless World Forum
(WWF), U.K. kids on average receive their first mobile phone by the
time they are eight years old. The Mobile Youth 2005 report found that
more than 13 million young people in the U.K. own a mobile phone,
with approximately 9 million of those being under the age of 15. About
95% of British kids under the age of 14 received their mobile phones
from their parents. Ironically, the report also found that about 63% of
parents were worried about the possible health risks to their children of
using mobile phones, while 72% expressed concern that mobile phones
were leading their children into serious debt.

(London) London Mayor Ken Livingstone announced that he is seeking
proposals from suppliers to provide mobile phone services on Tube
stations. "We know that many Londoners would like the convenience
of being able to use their mobile phones at Tube stations throughout the
Underground network," Livingstone said. "We also want to see how the
technology could be taken even further, for instance wireless Internet
so passengers could receive up-to-the-minute travel information via
their laptop or mobile phone." If a suitable technology provider can be
found, passengers could be using mobile phones at London
Underground stations as soon as 2008, Livingstone said.

(London) A group of specialist organisations that facilitate global
transmission of Internet data will convene in London on April 11-12 to
identify ways of improving services for Internet users. The forum,
hosted by the London Internet Exchange (LINX) and University
College London, will see representatives from 34 Internet exchange
points (IXPs) from Europe, the U.S. and Japan discuss ways of
coordinating procedures and technical standards for the benefit of
Internet users. "This forum will provide an opportunity for IXPs, which
provide facilities for switching Internet data between service providers,
to discuss ways of harmonising their technical processes for the benefit
of all users," said LINX Chief Executive John Souter.

(London) Sony Computer Entertainment Europe announced that it
signed a license agreement with Twentieth Century Fox for the video
game rights to Fox's TV series, "24". Developed by Sony's Cambridge
Studio, the game will feature the voices and likenesses of actors
including Kiefer Sutherland, Elisha Cuthbert and Carlos Bernard. In
addition, a script for the game was penned by show writer Duppy
Demetrius, and music for the game was produced by TV series
composer Sean Callery. Sony plans to release its PlayStation 2-
exclusive "24: The Game" in the fall of 2005.
